 Biting Dog

Dr. Sylvia Selvaraj sent us an email complaining that there is a dog in her neighbourhood that constantly bites people. When the residents of the locality took it up with the dog's owner, the owners used abusive language and the practice continued.

BangaloreGiri advised her as follows:

"Make a police complaint. The police will then immediately call the dog owner to the police station and will give them a warning to restrain the dog. This will also bring the dog owner's in line with what is required of them and they will realise that they cannot do as they please."

Dr. Sylvia stated that she had already made an earlier police complaint but there had been no positive outcome.

bangaloregiri then advised her as follows: "1. We presume that you have lodged a formal complaint with the Police Station and have a copy of the FIR. You should now file a RTI notice with the Police station asking the following questions:

a. What specific action they have taken based on the FIR lodged with you. They should detail the action taken date-wise.

b. Was the owner of the dog called to the Police station and warned re his dog?

c. Has he given an undertaken in writing to the police station that he will restrain his dog? If so, pl furnish a copy of the same (to you) for my records.

You may attach a certified true copy of the petition to the police station. Since this may involve more than one department, please do not hand over the original petition to anyone but take notarized copies and submit these as and when required. These are legally valid."

Here is the response received from Dr. Sylvie:
"About the biting dog, we took a letter signed by all the residents and some of the constables came with us to the Inspector and they themselves were complaining about the owners and their extremely abusive language. Tomorrow those ladies have to come into the police station and sign a document saying they will restrain the dog. In the meantime, the Inspector said he would also contact the Corporation and get them to have the dogs removed.
