 Bangalore Mahanagar Palike Overview

History

The history of municipal governance of Bangalore dates back to March 27, 1862, when nine leading citizens of the city formed a Municipal Board under the Improvement of Towns Act of 1850. Later, a similar Municipal Board was also formed in the Cantonment area of the city. The two boards were legalized in 1881, and functioned as two independent bodies called the Bangalore City Municipality and the Bangalore Civil and Military Station Municipality. The following year, the concept of elected representatives come into being and also saw the introduction of property tax.

After Indian independence, the two Municipal Boards were merged to form the Corporation of the City of Bangalore in 1949, under the Bangalore City Corporation Act. The corporation then consisted of 70 elected representatives and 50 electoral divisions. The name of the council has since changed — first to Bangalore City Corporation (BCC), Bangalore Mahanagara Palike, Bruhat Bangalore Mahanagara Palike, Bruhat Bengaluru Mahanagara Palike.

The BBMP represents the third level of government, (the Central government and State Government being the first two levels). Bruhat Bengaluru Mahanagara Palike is run by a city council. The city council comprises 100 elected representatives, called "corporators", one from each of the 100 wards (localities) of the city. Elections to the council are held once every 5 years, with results being decided by popular vote. Members contesting elections to council represent one of more of the state's political parties.

How is the council elected?

Elections to BMP are conducted by the State Election Commission. 33% of the seats of the council are reserved for women. Seats are also reserved for people belonging to Backward Class, Scheduled Castes and Tribes. In addition to the 100 elected councillors, there are 5 councillors nominated by the State Government who are supposed to be experts on issues and problems of town planning. Furthermore, all members of parliament (MPs) and members of the statle legislature (MLAs) whose constituencies lie partly or wholly in the jurisdiction of the BMP are de facto members of the council of the BMP.

Can the public attend BMP meetings?

One can attend the monthly council meeting as an observor an dhave access to copies of th eresolutions and decisions of the council. One must contact the Council Secretary at the BMP headquarters to obtain a pass to sit in during the meetings as well as to obtain any information pertaining to the council's deliberations.

How BMP's annual budget is prepared

The BMP budget i sprepared ina bottom-up approach based on certain concepts of Zero Based Budgeting using field information. Non-plan expenditure (Revenue) is kept at the minimum. Care is taken to ensure that the expenditure incurred justify targeted results.

This is a useful tool used by the Cahairman of the Standing Committee of Taxation & Finance. It contains information about the ward-wise programme of works and revenue analysis of all the wards. This information is available to ctiizens as a booklet.

Customer Complaint System

A centralised computerised complaints system is located in the ground floor of the BMP head office. Complaints may be registered by telephone, email or in person. Complaints of any nature can also be registered by phone and in person at the 30 Range Offices of the of the Asst. Revenue Officers of the BMP (where one pays Property Tax). The complainant gets a copy of the complaint (which serves as the acknowledgement). The officers handling the complaint are also expected to reply to the complainant regarding the action taken.
