 Issues - BBMP bills for a work not done

This happens only in BBMP.

Documents procured through Right to Information Act by Suprajaa reveal glaring violations.

Documents pertaining to roadside Drain works on Surveyor street, Govindappa road, H.B.Samaja road, Krishna road, North Public Square road and B.P.Wadia road in Basavanagudi showed that the recorded value of the work in Measurement Book(MB) exceeded the sanctioned cost without prior approval. This is significant because the contractor’s bills are paid on the basis of entry made in the MB.

While the sanctioned cost for these works was Rs.15 lakhs, the recorded value in the MB was Rs.16,48,068.That was not all. On scrutiny, it was found that the actual work that was strictly in accordance with the sanctioned estimate was only Rs.6.55 lakhs.

This apart, for the extra Rs. 9.93 lakhs worth of work allegedly done, the engineers failed to produce any document such as approved sanctions for revised estimates and sketches. Where is this money gone?
Suprajaa has handed over the documents to Lokayukta for investigation.

Detailed sketches are vital for drain works. But BBMP do not believe in such procedures. They have submitted jurisdiction map of the Ward as the sketch for the above works where one cannot even identify the names of the six roads!! Suprajaa was therefore constrained to take this issue with the Karnataka State Information Commission and the Commission subsequently issued a directive to BBMP Commissioner stating that all such orders should have detailed sketches under section 4(1)© of the RTI Act and that it should be placed on its web site.

You sure need to be watch dogs if you want your money’s worth of work from BBMP
