BMP Revenue Department FAQ What is Khatha registration system and why is it important? Khata Registration is nothing but assessment of property for payment of property tax. It is one of the important proofs for obtaining building license, trade license etc. How can I obtain a Khatha Certificate? Khata Certificate can be obtained by the owner of the property on payment of Rs.25/- per property ,subject to condition that the property tax should have been paid in respect of that property in any of the following citizen service centers or in the 30 Revenue range offices. Citizen Service Centers: How can one obtain a Khatha Extract? Khata Extract of any property may be obtained by anybody on payment of Rs.100/- per property in the following citizen service centers and also in the 30 Revenue range offices. Citizen Service Centers: Khatha Registration Applications for Khatha Registration may be filed in any of the below mentioned citizen service centers along with documents mentioned in the Sarala Khata Scheme Book. The Sarala Khata Scheme Book gives all the details about the services of Revenue Department, documents to be filed, fees to be paid, schedule of time for the services and also the rates for assessment of property tax under Self Assessment Scheme. This book is available on payment of Rs.20/- in the following citizen service centers and also in the 30 Revenue range offices. What is Sarala Khata and how can I obtain a copy? Sarala Khata is a simplification of procedures of registering the khata / assessment of properties. The Sarala Khata book was first published in 2001. The book contains all pertinent information about the services being rendered by the Revenue Department, the fees to be paid for each service and the time schedule for the disposal of each application. Sarala Khata books are available in all the range offices at a cost of Rs. 50. What is Self Assessment Scheme? The Self Assessment Scheme (SAS) is an optional scheme for self-assessment of property tax. The property is assessed to tax based on its Annual Rateable value (ARV). The ARV of a property is the gross annual rent at which the building or land may reasonably be expected to let from month to month or from year to year. What is the mode of payment under the SAS? Property tax under the SAS may be paid by way of cheque, DD or cash. In addition to the 30 Range Offices, nearly 80 branches of various banks (Dena Bank, Syndicate Bank, ING Vysya Bank, Mysore Bank, Corporation bank, Bank of Baroda, Andhra Bank, and Canara Bank) have been authorized to receive the property tax and issue receipts on behalf of the BMP. I have lost / misplaced the tax receipt for the property tax paid last year. What should I do to obtain a duplicate copy? You can request the Assistant Revenue Officer to issue an endorsement saying that the property tax for a particular property has been paid. In case there is an unreasonable assessment of property tax, what should I do? You should file an objection petition within 30 days of the receipt of the Special Notice. What is the method of computation of property tax under the proposed Capital value System (CVS) based Self Assessment Scheme? First, the total capital value is computed based on the cost of land and the cost of construction minus depreciation. The rate of tax for residential properties is 0.3% to 0.6% of the total capital value. For vacant land it is 0.01% to 0.1% of the capital value, depending on the size. For commercial properties, the rate of tax may be fixed not less than 0.5% and not more than 1.5% of the total capital value. When will the CVS become operational? The KMC Act, 1976, has been amended to give effect to CVS. However, it is yet to come into force in Bangalore. What will be the penalty for not paying the property tax on time under SVS? The penalty is 2% of the tax payable per month. If BMP officials do not adhere to the stipulated time frame for khata registration etc. to whom may I appeal? Please contact the Zonal Deputy Commissioners.
